Where – The United States will be the leader in these efforts, before all mankind.
Why – Every human ever born started off making decisions based on desire checked by fantasy-based belief. Only one human that we know of switched almost entirely to reality-based, wisdom checked decision making: Jesus. The rest of us need to step up.
How – All of us need to perform a reality check on what we took for granted or assumed was true because many “believed” it was true. Use logic to decide what must be done, manipulate that logic using reason, then check whatever answers you come up with using wisdom. Is the decision structurally sound? Will it lead to a better future for all of humanity? Is it currently implementable?
